Delano Highway 12 Construction Enters New Phase Today
A modification of the Highway 12 detour in the community of Delano officially begins today. Work on the railroad crossing at County Line Road is scheduled to begin today. During the work, Highway 12 traffic will use Hennepin County Highway 92 and Hennepin County Highway 11, continuing onto the current detour via 70th Street Southeast (or Wright County Highway 30). Burlington Northern / Santa Fe Railroad officials say they expect the work to continue until at least next Friday, May 9th. Meanwhile, installation of steel pilings for the new bridge over the Crow River are continuing. Demolition of the old bridge is scheduled for sometime in mid-May. Watermain installation is also continuing between 3rd and 5th Streets, with construction of sanitary sewer in the center of Highway 12 to follow. Sanitary sewer construction will also begin this week in the center of the roadway near the 9th Street intersection. Officials with the City of Delano say a good portion of a temporary road on the south side of Highway 12 between 7th Street and Delano Dodge has been constructed. When completed it will give easier access to businesses on the south side of Highway 12. New signal heads are also expected to be installed this week at the intersection of River Street and Bridge Avenue. The new signal heads will include arrows, to allow for split-phasing of turning movements and improved traffic control.

Utilities Taking a Harder Line on Delinquent Customer
Minnesota's largest utility companies have new policies this year to try to reduce the amount owed by delinquent customers. CenterPoint Energy says it's owed more than 76-million dollars by customers who are behind on gas and electric bills. Xcel Energy reports it's owed about half that amount. Xcel's Pat Boland says they have stopped negotiating payment plans with customers more than three months behind. CenterPoint Energy says if customers want to get service restored, they must pay a deposit in addition to the overdue bill and reconnection fee. Disconnections of overdue accounts typically surge in the late spring after the Cold Weather Rule expires.

Tougher Teen Driving Restrictions
The Minnesota Police and Peace Officers Association supports proposed new restrictions on teenage drivers. A bill approved by the Senate restricts the times teens can drive and the number of passengers they can have in their car. Executive Director Bill Gillespie says officers are willing do a little more work if it saves lives. The Senate measure bars teens from driving between midnight and five AM, and from carrying more than one teenage passenger for the first six months they have their license. The measure would allow teens to transport up to three passengers for the next six months. Governor Pawlenty is expected to sign the legislation into law.
